What is Party Time?

The barge functioned as an intimate stage graced by legendary performers, including Dionne Warwick, Blues Traveler, Matt Goss, and CeeLo Green. Its final performer was another Vegas icon rumored to be powered by hydraulics: Wayne Newton. His “Up Close & Personal” residency in 2019 was the lounge’s final act before the pandemic shut down the Strip for 90 days and closed Cleopatra’s Barge for good in March 2020.

The lounge enjoyed one last moment in the spotlight in 2022, however, when Adele—on the eve of the debut of her long-delayed residency at the Colosseum—tweeted a photo of herself goofing around nervously on its abandoned deck.

The Cleopatra statue itself was removed to storage in late 2023, as the space was transformed into today’s Caspian’s Caviar and Cocktails.

Speaking at the launch event, MGA CEO Charles Mizzi emphasized that the framework is meant to foster progress rather than stifle it.

“Our role as a regulator is not to stand in the way of innovation, but to help create the certainty and confidence needed for innovation to flourish responsibly,” Mizzi said.

The charter does not create new regulatory obligations and was designed to complement legislation including the EU AI Act and GDPR.

How to play Party Time

The extent of the revisions vary, but most are somewhat significant with regard to language that is being added or omitted. Proposed changes to Standard 9 (digital pari-mutuel systems), for instance, include mostly small additions, whereas Standard 3 (slot metering systems) has entire sections added and subtracted. Explanatory notes for the edits are frequent throughout all of the proposals.

While Nevada is considered the top gaming state in the US, its regulatory framework related to technology has been seen as slow-moving and cluttered in comparison to other up-and-coming jurisdictions around the US. Ever since NGCB Chair Mike Dreitzer took over last June, modernisation has been a top priority, and these latest revisions are an extension of that.

“We finally got to a point where we said, you know what, let’s drop all our other efforts right now and get these over the finish line and get them up for comment so that we can make sure that we’re current with things,” Jeremy Eberwein, chief of the board’s Technology Division, told iGB.
