Allwyn has announced the appointment of former Playtech executive Francesco Rodano as its new group head of responsible gaming. 

Rodano spent almost ten years spearheading policy at Playtech as the supplier’s chief policy officer. Then between January last year and August 2026, he led its global player-protection efforts as chief sustainable gambling officer.

During his tenure, Rodano was instrumental in deploying an AI-powered behavioural analytics platform, BetBuddy, which is designed to identify and intervene in potentially harmful gambling behaviours.

There is a second complication. The relentless flow of Commission statements may eventually make enforcement less damaging rather than more.

“The regulatory failures are unhelpful but perhaps the sheer number and regularity of them has made them less remarkable, such that they become ‘wallpaper’,” Waugh says.

He argues that some lawyers and licensees believe the Commission’s presentation of cases is detached from the operational reality but feel they have little option other than to accept the “regulator’s truth” when settling.

Operators may not use data from individuals who have self-excluded, are undergoing treatment, or have requested to block marketing in order to attempt to reactivate them. Repeated or intrusive messages and offers directed at users who have reduced their gaming frequency, registered significant losses, triggered limits or shown signs of risky behaviour are also prohibited.

The text also bans exploiting situations of economic crisis, unemployment, debt, emotional distress, grief, anxiety, depression, loneliness, or other conditions of vulnerability to attract, retain or reactivate gamblers. 

Operators must maintain permanent mechanisms for age verification, self-exclusion, voluntary time and wagering limits, and information on the user’s own gambling behaviour. Self-exclusion must be effective with all authorised operators.
